First Flush System Stormwater Pipe Televising and Cleaning

1.1 This is a multi-year contract for Fuel Separator, Storm Water Inlet, and Storm Water Treatment

Unit (SWTU) inspection and cleaning services for the Dallas/Fort Worth International Airport

Board (Board), meeting the following requirements.

1.2 The Fuel Separators, Type D and Type B-1 Storm Water inlets are part of an extensive

conveyance system, known as the First Flush System (FFS), for the collection of first flush storm

water from terminal, hanger and cargo ramps and maintenance areas exposed to Storm Water.

Refer to Appendix C for the exhibits of the FFS.

1.3 SWTU’s collect Storm Water for treatment from Board facilities and parking areas exposed to

Storm Water.

1.4 This Contract will provide for inspections of Fuel Separators, Type D and Type B-1 Storm Water

Inlets listed in Appendix A and per the schedule noted in these specifications. These Storm

Water structures are located in the Air Operation Areas (AOA) serving Terminals A, B, C, E, and 1E ramps, East and West Air Cargo ramps, DFW International Air Cargo ramps, UPS ramp, American Airlines maintenance hanger ramps, 5E ramp and the old USPS ramp.

1.5 This Contract will provide for the inspections of SWTU SEP1 and SEP2 serving the Pretreatment

Plant listed in Appendix A.

1.6 This Contact will also provide for cleaning of the fuel separators, storm water inlets, and SWTU’s

annually or as required based on the results of the periodic inspections.

1.7 Inspections conducted are to determine pollutant concentrations consisting of petroleum

hydrocarbons, spent deicing fluids (Glycol), aircraft sanitary wastewater (Blue Water), debris and

sludge above benchmarks established by Board Environmental Policy. Benchmarks are noted in

Section 2 - Scope of Work and on the respective Inspection Forms in Appendix B. Instruments

used for all inspections are specified in 2.8.4.

1.8 Periodic cleaning of the fuel separators, Storm Water inlets and SWTUs will remove pollutants to

prevent exceeding the benchmarks established by Board Environmental Policy.

1.9 Both inspections and cleaning of fuel separators and Storm Water inlets will require the

temporary removal of aircraft rated grates and manhole covers, which weight approximately 500 lbs.
